Jim has been active in international development and social science research for more than twenty years as a performance measurement
specialist, evaluator, strategic planner and trainer. His diverse sectoral background includes advanced training in political
science and substantial experience in civil society, public sector governance and broad-based economic development. Since
the mid-1990s, he has led the establishment or upgrading of program monitoring and evaluation systems for USAID and other
development organizations, in the field and for headquarters units. Mr. Fremming has served in senior-level positions as
an evaluator and manager with the US Government Accountability Office and Management Systems International. He has authored
dozens of evaluations and other research products, and holds masters degrees in Political Science and Southeast Asian Studies.
